A Common’s Approach to Cybersecurity Policy

Tech policy traditionally treats technology as either a public or private good, focusing on regulation or market incentives. However, due to the interconnected nature of technologies like the Internet and cybersecurity, a third approach views them as common pool resources—vulnerable to overuse without collective governance.
Elinor Ostrom’s Institutional Analysis and Development (IAD) framework offers a proven model for managing such resources through community-based governance. While underused in telecom policy, especially cybersecurity, applying IAD could improve effectiveness and unlock new policy solutions.
Workshop Goal:
Introduce TPRC attendees to the IAD framework and its application to cybersecurity.
Broadband Data Quick Start: The tutorial that will get you going!

The workshop, Demystifying Broadband Mapping, will be a three-hour hands-on tutorial designed to introduce participants to the evolving landscape of broadband availability data in the U.S., with a focus on the FCC’s Broadband Data Collection (BDC) system. It will cover the historical context of broadband mapping, the transition from outdated methods like Form 477, and will provide practical training using Jupyter Notebooks and open-source tools to analyze and validate broadband coverage. Participants will explore both public and proprietary datasets, learn techniques for identifying inaccuracies in broadband maps, and engage in discussions about the implications for policy, funding, and legal advocacy. The session will be accessible to both technical and non-technical audiences, ensuring that everyone can participate and take away next steps for their needs.
